Why was this website developed?
This website contains information relevant to the development of County Resource Management Plans in Utah. County Resource Management Plans (CRMP) are a planning document used to define policy, goals, and objectives for managing natural resources on public lands within each county. Traditionally, federal agencies (Bureau of Land Management and US Forest Service) are responsible for completing resource management plans for much of the public land within Utah. But Utah State Code was amended in 2015 (and again in 2016) to require every county in Utah to complete a CRMP addressing all public lands within its jurisdiction. The code further defines 28 core resources which must be considered in the CRMP. This website contains information for each of the required resources that detail considerations, data, and references for use in plan development. In addition, each county has a page that identifies goals and policies that have been extracted from local planning documents and studies as they relate to each of the resources for use in the plan development.
What is House Bill 323?
House Bill 323 (from 2015 session), is an amendment to the County General Plan requirements (Utah Code 17-27a-401) to include a resource management plan component “to provide for the protection, conservation, development, and managed use of resources that are critical to the health, safety, and welfare of the citizens of the county and of the state”.
How do I find information for the WFRC region?
To view the Plan Review Matrix for all of WFRC, select ‘Wasatch Front Regional Council’ from the drop-down menu under ‘Counties’ on the main navigation bar along the top of the web page.
Where can I find more information on a resource?
Select a resource from one of many locations – i.e. the homepage hyperlinks, from the drop-down menu under ‘Resources’, or the hyperlinks on the ‘Plan Assistance’ page under ‘Other’ on the navigation bar. Once a resource is selected the user will be brought to an information page for that resource that contains an overview, map, detailed information, best management practices, economic considerations, impact considerations, data download links, and references.
Where can I find a map of a resource?
Select a resource from one of many locations – i.e. the homepage hyperlinks, from the drop-down menu under ‘Resources’, or the hyperlinks on the ‘Plan Assistance’ page under ‘Other’ on the navigation bar. Once you have selected a resource the map is the second item on the resource page under ‘Map of Data.’
How do I download data?
There are two ways to download data. First, data can be downloaded from the resource page, towards the bottom of the page under ‘Download Data.’ Second, users can visit ‘All Data’ under the ‘Other’ menu in the navigation bar on the top of the website. From either of these locations, users can download and access data in a variety of formats: GIS Data, Map Service, Web Map, Documents, Tabular Data, and link to Websites. The format type of the data made available on this site depends on the format type provided by the authoritative source of the data.

User’s also have the ability to download a prebuilt map of the data to use in a desktop GIS application. To download a mxd please select ‘Download mxd’ under the ‘Map of Data’ in the individual resource pages.

Where can I find more information on developing County Resource Management Plans?
Under the ‘Other’ menu along the navigation bar at the top of the website, select ‘Plan Assistance’ from the drop-down menu. The ‘Plan Assistance’ page includes links to websites and templates for supporting the development of County Resource Management Plans.
What is a Plan Matrix?
A Plan Matrix compiles information on a resource from various plans and studies for WFRC counties. The Plan Matrix identifies the resource discussed by the plan or study, a summary of the goals and policies that pertain to the resource, the plan or study name, and the pages in the plan or study from which the goals and policies information are referenced. The Plan Matrix only contains information from plans specific to counties within the WFRC region. Nevertheless, there are approximately 900 records which may be easier to view from a spreadsheet. The Plan Matrix can be downloaded in its entirety from the Wasatch Front Regional Council page under the Counties drop-down menu
How can I download the Plan Review Matrix?
Select ‘Wasatch Front Regional Council’ from the drop-down menu under ‘Counties’ on the main navigation bar along the top of the web page. Then expand the ‘WFRC Plan Review Matrix’ bar, and select ‘Download the Plan Review Table’ to access a copy of the Excel file. The Excel file will contain all studies review for WFRC.
Where can I find the Bibliography?
Select ‘Wasatch Front Regional Council’ from the drop-down menu under ‘Counties’ on the main navigation bar along the top of the web page. Then expand the ‘WFRC Plan Review Bibliography’ bar.
