Transportation Improvement Program

TIP 2006 - 2010

Summary

The Wasatch Front Regional Council’s Transportation Improvement Program (TIP) is a five-year program of highway, and transit projects for the Salt Lake and Ogden/ Layton Urbanized Areas.  The TIP was approved by the Wasatch Front Regional Council on August 25, 2005 and is a compilation of projects from the various federal, state, and local funding programs for all the cities and counties in the Region, as well as for the Utah Department of Transportation and the Utah Transit Authority.  Projects included in the program will implement the Long Range Highway and Transit Plans for the Region, meet the short range needs of the area, and provide for the maintenance of the existing transportation system.  The Salt Lake and Ogden/ Layton Urbanized Areas include all of Salt Lake and Davis Counties and the western portion of Weber County.

The Wasatch Front Regional Council, as the Metropolitan Planning Organization (MPO), has the responsibility of preparing, developing, and approving a Transportation Improvement Program (TIP) for the Region in cooperation with the Utah Department of Transportation and the Utah Transit Authority.  This is a requirement of the Federal Highway Administration and the Federal Transit Administration.  Both agencies require that federally funded transportation projects in a Metropolitan Area be included in a Transportation Improvement Program which the MPO has approved.

The first sections of this report provide an introduction and information on the transportation planning, programming process, and funding sources for transportation improvements.

The individual tables provide information on the type of improvement, the cost, and the phasing of each project for the Federal-Aid Programs, the local funded projects, and the state funded projects.  A brief description for each project on the Urban Area Surface Transportation Program, the Congestion Mitigation/Air Quality Program, and the Federal-Aid Transit Program has been included with their appropriate program table.

The map shows the location for each project of the Urban Surface Transportation Program, the Congestion Mitigation/Air Quality Program, other Federal-aid, State and Transit programs in the urbanized areas.

The appendix includes the policies used to guide the development and approval of the TIP, including the Surface Transportation program and Congestion Mitigation / Air Quality program, the Air Quality Memorandum defining the conformity analysis for the 2006-2010 TIP, the Resolution approving the 2006-2010 TIP, public comments and responses to the 2006-2010 TIP, and amendments to the 2001-2010 TIP as they become necessary.
