Community Development
Block Grants (CDBG) Community Development The Community Development Block
Grant (CDBG) Program is a federally funded grant program designed to help
communities with their greatest community development needs. All projects
must be designed to principally benefit low and moderate-income families. What is CDBG? The
primary objective of the CDBG program is “to assist in developing viable
urban communities by providing decent housing, a suitable living environment
and expanding economic opportunities, principally for persons of low and
moderate income.” Authorized Programs

of residential and non-residential structures ·

and demolition ·

first time home buyers assistance ·
Multi-family,
single family, transitional, special needs housing and homeless shelters Community

Culinary
water improvements ·
Waste
water improvements ·
Road,
street, and pedestrian walkways ·
Fire
stations and emergency equipment ·

Flood
control systems ·
Rehabilitation
of slums and blighted areas ·
Historic
preservation ·
Acquisition,
installation, construction and rehabilitation of public infrastructure such as
water and sewer facilities, streets, curbs and sidewalks. ·
Community
and senior centers ·
Parks,
recreation, and beautification projects ·
Public
services ·
Activities
relating to energy conservation and renewable energy resources Economic
Development Projects: ·
Revolving
Loan Fund (RLF) Program ·
Interim/
Short term financing program ·
Industrial
parks and commercial centers ·
Provide
assistance to profit-motivated businesses to carry out economic development
and job creation/ retention activities Who can apply? Cities,
towns, and counties, with less than 50,000 in population and counties of less
than 200,000 in population are eligible to apply for CDBG funding. Non-profit
or special service districts are eligible only if sponsored by an eligible
city, town, or county. When Do We
Apply? By
Spring:
Those anticipating applying for CDBG funding should begin preparations,
including holding a public hearing and developing project scope and budget,
in the spring. Non-profit organizations should contact their sponsoring jurisdictions
and coordinate these activities. Keep in mind that an income survey may need
to be conducted, depending on the project. Fall:
In the
fall of each year, the WFRC will hold a mandatory “How to Apply” workshop to
provide instruction on completing the pre-application for all interested
grantees. By
December:
Pre-applications are generally due the first week of December. Spring:
Second
workshop for successful applicants. Late
Spring/ Early Summer: Funds typically become available to obligate in late spring/
early summer. Is the Program
Competitive? Yes.
Local elected officials set the priorities for project funding through the
CDBG Rating and Ranking systems developing by each of the Council of Governments
