Regional Transportation Plan

The Regional Transportation Plan (RTP) is the Salt Lake-West Valley and the Ogden-Layton Urbanized Areas’ fiscally constrained plan for highway, transit, and other facility improvements designed and programmed to meet the growth in projected travel demand over the next several decades.  Developed in accordance with federal guidelines and requirements, the RTP includes transportation facilities improvements identified by region-wide planner, engineers, elected officials, various interest groups, transportation agencies, stakeholders, and the general public through an extensive planning process.  This process, along with the steps used to develop the RTP, are documented and supported with analysis and evaluation methods that help determine the best transportation improvements for a limited amount of funding.  Estimated costs for each highway and transit project are also documented and all social, economic, and environmental impacts and benefits of the RTP are also listed and supported with available data.  The RTP is required by federal law to be updated every four years.

Last January and February, the Wasatch Front Regional Council (WFRC) held a series of 12 “Small Area” meetings with local elected officials and key staff to discuss and review the DRAFT Preferred Scenario for the 2015-2040 Regional Transportation Plan (RTP).  WFRC gathered input and refinement on the Transit, Highway, and Bicycle projects along with the growth allocations for the region that will make up the 2015-2040 RTP which is due in May 2015.  A series of Public Open Houses were also held in March throughout the region to gather input.

After reviewing 450 comments the WFRC staff has prepared a FINAL Preferred Scenario for the 2015-2040 RTP.  The Wasatch Front Regional Council has reviewed and approved the FINAL Preferred Scenario linked below on May 22nd. 

WFRC staff will now move into the next phase of the RTP development process, which is applying financial constraints based on the anticipated availability of funding as well as prioritizing and phasing the projects.  That phased, financially constrained RTP is scheduled to be developed by the Fall of 2014, and we will then again seek your review and comment, prior to final adoption of the 2015-2040 RTP in 2015.  Then our Regional Transportation Plan will be incorporated into the next version of Utah's Unified Transportation Plan.

Draft Preferred Scenario: 2015-2040


Last June, the Wasatch Front Regional Council (WFRC) held meetings to discuss four possible growth and development scenarios.  We gathered input from local governments, communities, and key partners regarding how and where development might take place to inform the update to the Regional Transportation Plan (RTP) due in May 2015.  A six minute video explaining this is available here.

Based on the input received and detailed analysis, WFRC staff have prepared a DRAFT Preferred Scenario for the 2015-2040 Regional Transportation Plan.  WFRC is now reaching out to our constituent cities and counties again for comments on this draft version of the RTP.  Meetings will be held in January and February with small groups of area local governments to discuss the proposed update to the RTP for highways, transit and active transportation linked below.  Public meetings will be held in March, and will be scheduled later.
