Background

 

The Regional Corridor Preservation Committee, which now reports to the Regional Growth Committee, has been meeting since April, 2002.  It was established in order to deal more effectively with corridor preservation issues affecting the region.  The Committee is headed by Mayor Jerry Stevenson of Layton, and in comprised of both elected and appointed officials from the Utah Department of Transportation, local city and county governments, Federal Highway Administration, and State Legislature.  The Committee is regionally based, and is intended to compliment and assist the Utah Department of Transportation’s Corridor Preservation Advisory Council. 

 

The membership of the Corridor Preservation Committee is comprised of representatives from the Regional Council (local elected officials), state legislators, local professional planners, engineers and city attorneys, Utah Department of Transportation, and Federal Highway Administration. 

 

Purpose

 

The purpose of the Regional Corridor Preservation Committee is to consider all major transportation projects that are a part of the Region’s Long Range Transportation Plan for which corridor preservation is recommended.  The Committee functions as an advisory body to the Regional Council and constituent local governments on issues dealing with the preservation of corridors, which would accommodate transportation facilities as far as 20 or 30 years in the future.  The responsibilities of the Committee are, but not limited to, the following: (1) Consider and evaluate specific corridor preservation actions available to local governments and provide advice on these actions relative to their practicability and risk level.  (2) Evaluate specific problems or issues as they arise and recommend certain courses of action.  (3) Develop guidelines for evaluating hardships cases, determining priorities, and recommend appropriate courses of action.  (4) Evaluate complaints on property rights issues, and provide recommendations on how best to deal with them.  (5) Evaluate proposed development projects on vacant land within, or affected by, the corridor, and provide recommendations on appropriate courses of action to prevent or allow appropriate development to take place.  (6) Coordinate with the Utah Department of Transportation in its corridor preservation activities, and assist the UDOT’s Corridor Preservation Advisory Council in implementing its goals.  (7) Provide advice to the Regional Council on priority corridors.  (8) Facilitate the education of, or information flow to, local governments relative to priority corridors, corridor preservation techniques, and funding.  (9) Facilitate cooperation of all corridor preservation stakeholders (federal, state, local jurisdictions, private sector and citizens).  (10) Provide guidance to corridor preservation plans/studies that may be prepared by the Regional Council.
