The Wasatch Front Regional Council (WFRC) was organized as a volunteer organization in March 1969, among Davis, Salt Lake, and Weber Counties and the cities within, for the purpose of establishing a review agency to comply with requirements to obtain federal grants and loans, and to address the solutions of regional problems. In June 1969, Tooele County and the municipalities within, and in 1972 Morgan County and the municipalities within joined the regional council. The WFRC is a voluntary organization of governments dedicated to fostering a cooperative effort in resolving problems, and developing policies and plans that are common to two or more counties or are regional in nature.

The primary planning process involving the Regional Council is within its capacity as an MPO (metropolitan planning organization).  As such, the primary purpose of the Regional Council is transportation planning for the five year Transportation Improvement Plan and the development of the 30 year Regional Transportation Plan.  As an element of transportation planning, the Regional Council is also carefully reviewing growth trends will make recommendations on them to the member cities in the future.

The Council promotes cooperation and coordination among local governments in the urban region for transportation planning and other issues. The WFRC, although necessarily operating within restrictions and guidelines imposed by State and Federal statues and programs, is operated by and for local jurisdictions in response to the needs of the area.

When created, the WFRC was composed of representatives from the county commissions and municipal governments on a population basis. Technical representatives of state and other public agencies were enlisted to aid various committees of the Council.

The functions of the Regional Council are to:

1. Provide a forum for discussion and cooperation among elected representatives of local jurisdictions concerning regional-wide problems, primarily transportation and growth planning, and to provide a general approach to the solution of these areas of concern.

2. To assist with coordination of local programs, plans, and projects with Federal and State programs, and provide a mechanism to more firmly represent the official and unified thinking of these local jurisdictions to both State and Federal Agencies.

3. Provide a more effective organizational structure for local governments to coordinate local transportation plans and programs that overlap county boundaries or are regional in nature.
